Filling of Vacancies:
Sub-district 5: The Board by unanimous vote appointed Chennelle Simmons-Sabey to the vacancy.
At-Large: The Board by unanimous vote appointed Rose Marie Gooding to the vacancy.
Election of Board Chair and Vice Chair:
Chair: The Board by unanimous vote elected Gregory Field as Chair.
Vice-Chair: The Board by unanimous vote elected Nancy Glover as Vice-Chair.
Public Input:
Honolulu Fire Department: Captain James Arciero reported 19 alarms, 14 medical responses and 5 fires for October.
Honolulu Police Department: Officer Kieth Vegas reported 22 burglaries, 41 thefts from autos, 15 other thefts, 2 robberies from persons, 5 auto thefts.
Residents' Concerns: Nickie Hines, manager of Kokua Food Basket at St. Matthews Church, requested the Board's and communities help in securing a van to facilitate its operation.
A resident who is incarcerated at Halawa Prison who is in poor health and not receiving adequate care. The Board will send a letter to the Governor asking him to check into the situation. Representative Eve Anderson volunteered to call the Governor the next day on this matter.
Representative Eve Anderson: Asked for input on where speed humps are needed in Waimanalo.
Councilman John Henry Felix: Isa Tai reported the Draft EIS for the Ka Iwi State Park Master Plan has been published. Board members asked questions regarding City Council's agreement with Bishop Estate. An informational meeting was requested.
Unfinished Business:
Unisyn Biowaste Technology: Residents commended Unisyn for doing a good job in removing odor. Consent decree fine is $20,000. Community input on how money is to be used is requested.
New Business:
First Tongan Methodist Church Site Plan Review Application: Bill Salakielu presented church plans to build a multi-purpose building and caretaker's house on the church property on Flamingo Street. Residents from the area expressed the following concerns: noise from the church at 1 AM; parking all over the street during church parties; trash associated with church parties. Item referred to Planning and Zoning Committee.
